 Responsible, as the first Assistant Commissioner of Health for Mental Health, Mental Retardation and Addiction Services for the City of Baltimore, for developing local designate agency capacity to plan, develop, implement and contractually manage a comprehensive system of mental health, mental retardation, alcohol and drug abuse services of seventy five (75) programs, with a total gross program cost in excess of thirty (30) million dollars.

 Responsible for:

·        The development of annual and long range service system objectives, through consultation with agency directors, regional and State Mental Health, Mental Retardation, Alcoholism, and Drug Abuse Administrations.

·        Developed and implemented policies for involvement of providers and citizens in ongoing planning and management of program services.

·        Provided ongoing consultation to City Departments to insure a coordinated approach in addressing the multiple needs of residents with mental health, mental retardation and addiction problems.

·        Participated, as a member of the Mayor's Legislative Cadre, to review existing and introduce new Federal legislation impacting upon the overall health, education, and employment status of City residents.

·        Planned and assisted in the implementation of new health and human service programs for City residents, through participation on the Mayor's Human Resources Cabinet.

·        Provided 24 hr/day, 7-day a week, on-the-scene mental health consultation to the Baltimore City Police Department, for suicide threat, barricade, and hostage situations.

·        Secured funding for the first alcoholism treatment program for youth funded by the National Institute on Alcohol Abuse and Alcoholism, in the United States.

·        Added Baltimore City to the Federally funded Drug Abuse Warning Network.

·        Promoted the first involuntary psychiatric unit in a general hospital in Maryland, at Provident Hospital, and the first general hospital unit for the treatment of the psychotic alcoholic, at the same institution.

 ·        Developed pre-admission screening units and expanded aftercare treatment services in the City's community mental health centers.

·        Developed several psycho-social rehabilitation programs to care for our chronically mentally ill citizens

·         Expanded activity center programming for adult mentally retarded citizens from a capacity of 382 in 1980 to 765 in 1983.

·        Secured funding for the first minority providers of mental retardation services in the State, and increased the number of providers of mental retardation services in the City from three in 1979 to thirteen in 1983.

·        Increased the utilization of City drug abuse treatment programs and expanded services to drug-abusing youth.

·        Organized the City Employee Assistance Program for 32,000 employees into what is now considered a national model for such programs.

·        Funded new community-based alcohol and drug abuse prevention programs.

 Responsible for:

·        The administration and management of a twenty-four (24) hour a day, seven (7) day a week, mental health emergency clinic serving seven thousand clients annually .

·        Directed twenty six (26) clinical staff, including psychiatric attendings, psychiatric residents, nurses, social workers, and community mental health workers in the evaluation, management, and dispositional determinations of clients experiencing emotional crises.

·        Responsible for the design and implementation of in-service training programs and innovative approaches in crisis intervention and management.

·        Developed and coordinated reciprocal agreements with a wide range of community and institutional mental health and health related facilities in Erie County, New York.

·        The Mental Health Emergency Clinic was the sole entry point of all admissions to an acute care psychiatric service of eighty (80) beds servicing residents of Erie County, New York, and a major entry point for Erie County's comprehensive community based mental health care delivery system.

 Director, Addiction Services, Erie County Department of Mental Health

Buffalo, New York  June 1973 - August 1976

 Directed:

·        The program planning, development, implementation and monitoring of a comprehensive network of alcohol and drug abuse preventive- education, treatment, and rehabilitation services which included 27 programs with annual operating budget totaling eight (8) million dollars, for a population base of 1,200,000 people in Erie County, New York Supervised a professional staff in the discharge of these activities.

·        Responsible for project management of annual services system objectives through consultation with agency directors and Regional and State Alcohol and Drug Abuse Authorities.

·        Administered the annual review of new and proposed services through program/budget analysis and for the development of an annual and comprehensive plan for alcohol and drug abuse services Participated in establishment of priorities with the Commissioner and made determinations on the allocation of resources through contracts to service agencies.

·        Responsible for the development and implementation of service system support objectives including: the development of program standards, guidelines and evaluation procedures, the development of manpower training and education plans and programs, the development of new funding sources at the County, State, and Federal levels.

·        Created planning mechanism for involvement of providers and citizens in decision-making and program operation including Drug Directorate, Professional Advisory Committee on Alcoholism Designed the plan for integration of addiction services into catchmented community-based service operations.

·        Designed program service modalities to provide a range of social and environmental approaches to complement more traditional clinical intervention strategies.

·        Participated, as a member of the Commissioner's Executive Committee, in the overall planning and development of policy and procedures for a comprehensive system of mental health care and addiction services.

·        The development and implementation of initial agency service plans and objectives Worked with County Director of Probation, Sheriff's Department, Police, Family, City and Supreme Courts, Jail, and Penitentiary to develop policies and procedures for servicing the mental health evaluation and consultation needs of the criminal justice system in Erie County, New York Performed mental status and psychodiagnostic evaluations on defendants referred by City, County, and Supreme Courts.  Provided case consultation to the Department of Probation, Parole, and Penitentiary.

·        Responsible for assignment and coordination of all Qualified Psychiatrist examinations ordered in Erie County.

·        Initial objective for the agency was reached during this period, which was the development of a psychiatric unit in the Erie County Holding Facility in order to preclude transfer of clients to the County Hospital, eliminating unnecessary delays and expense previously associated with psychiatric evaluations provided to the Courts.
